DIY Tutu

Looking for a cute holiday outfit for a small girl, or just something fun for them to wear? How about adding a Tutu to that simple shirt and leggings. One made with red white and blue tulle would be uber cute for the 4th of July, Halloween, Valentines day or even Christmas!
